Taking place six months after half of all life returned from the Blip, the series follows Sam Wilson and Bucky Barnes as they navigate a world without Steve Rogers while facing new threats and personal struggles.
Sam Wilson, bestowed Captain America’s shield by Steve Rogers, grapples with embracing the mantle. Instead, he gives the shield to the U.S. government, believing that it belongs in a museum. Elsewhere, Bucky Barnes, who has been pardoned, is doing therapy to help process his past as the Winter Soldier. He tries to atone for what he did to those under Hydra’s thumb.
When one such group, known as the Flag Smashers, arises — they believe the world was better during the Blip — Sam’s ally Joaquin Torres investigates. Their leader, one Karli Morgenthau, steals a super soldier serum recreation, which imbues him and his underlings with superhuman strength. Meanwhile, the U.S. government names John Walker the new Captain America, which deeply angers Sam and Bucky.
Bucky then overhears Sam’s confrontation about the shield and ultimately teams up with him reluctantly. They search for the former Hydra scientist Dr. Wilfred Nagel, who developed the serum used by the Flag Smashers and discover that Sharon Carter, the fugitive who has been in hiding in Madripoor, has been working in the criminal underworld. They also break Helmut Zemo out of jail; he assists them to find the Flag Smashers, but has an agenda of his own.
John Walker becomes increasingly unstable after failing to apprehend the Flag Smashers. After taking the serum himself, he brutally kills a member of the group in public, leading to his disgrace and removal as Captain America. Sam and Bucky fight Walker to reclaim the shield, leaving him bitter and vulnerable to recruitment by Valentina Allegra de Fontaine.
Sam, determined to honor Steve’s legacy, trains with the shield and visits Isaiah Bradley, a Black super soldier erased from history. Inspired, he finally embraces his role as the new Captain America and dons a new Wakandan-made suit. The series culminates in a showdown where Sam, Bucky, and a redeemed John Walker thwart the Flag Smashers' attack on the Global Repatriation Council (GRC). However, Karli Morgenthau is killed, and Sharon Carter is revealed to be the Power Broker, manipulating events from the shadows.
After the battle, Sam publicly declares himself as Captain America, advocating for a just world. Bucky finally makes peace with his past, and Walker adopts the alias U.S. Agent under Valentina’s guidance. Sharon, now reinstated in the U.S. government, secretly plans to exploit her newfound power.
